The Canadian Judicial Council reviews already-appointed judges. None checks whether an AG's policy-domain affiliations weighted their appointment recommendations. Single most important structural finding

The Canadian federal accountability system distributes responsibility across independent oversight bodies so thoroughly that no body has jurisdiction over cross-axis patterns.

Each axis has its designated oversight: the Ethics Commissioner for conflict-of-interest breaches, the Auditor General for spending, the Canadian Judicial Council for judicial conduct, the Privacy Commissioner for data handling, the Information Commissioner for transparency, the Commissioner of the Environment and Sustainable Development for climate commitments, the Parliamentary Budget Officer for costed decisions, the Office of the Superintendent of Financial Institutions for prudential regulation, CRCC for RCMP conduct, NSICOP and NSIRA for national security.

When one actor appears across multiple of these axes — as Trudeau does in 9, as LeBlanc / Mendicino / Lametti do in 3 each, as Sajjan / Blair / Wilson-Raybould do in 2 — no single body has the jurisdiction or the incentive to examine the cross-axis pattern itself.

The Grover cross-axis analysis reveals this because it operates on the pattern of actors and axes together, which is the pattern none of the individual oversight bodies is designed to see. That is the thesis: the accountability gap is not a specific missed failure; it is a structural blindspot in the oversight architecture itself.
