Why "inflections"?

Temporal overlap shows when cross-axis bridges were live across years. This page zooms into the exact dates on which multiple axes concentrated portfolio changes simultaneously. Each inflection is a single day where 4–9 Grover-marked actors simultaneously entered or exited federal roles.

Why this matters: Canadian oversight bodies review each ministerial transition on its own. When five or more transitions happen on the same day, no single body has jurisdiction over the cross-portfolio concurrent-decision window itself. Inflection dates are the temporal counterpart of the state-of-investigation structural finding.

Canadian cabinet shuffles intentionally concentrate multiple portfolio changes on a single date — for political reasons, optics, and press-cycle management. The accountability consequence is that each change is individually reviewable by the relevant oversight body, but the aggregate cross-portfolio pattern of the shuffle itself is not anyone's jurisdiction.

On 2023-07-26, 9 axes had portfolio changes. No body reviewed them as a cluster. On 2021-10-26, 6 axes had changes. Same gap. The Grover cross-axis finding plus the temporal- concentration finding together name this gap as structural and repeating, not accidental.
