Structural finding

Each of the overlaps above has been individually reviewed under existing Canadian federal accountability mechanisms: Commissioner of Lobbying for lobbying, Ethics Commissioner for conflicts of interest, Canadian Judicial Council for judicial conduct, Canada Gazette for appointments, Elections Canada for contributions.

But the pattern formed by combining each Grover-marked decision-maker with their spouse or family member's documented overlap is not the jurisdiction of any single oversight body. The Commissioner of Lobbying reviews the WE Charity lobbying registrations individually; the Ethics Commissioner reviewed Trudeau's breach individually; neither has scope to review the pattern itself.

This extends the central structural finding documented on the State of Investigation page: the Canadian federal accountability system distributes responsibility across independent oversight bodies so thoroughly that no body has jurisdiction over cross-axis or cross-relationship patterns. The 17th axis (this page) adds the spouse/family dimension to that finding.

Method — how this page was built

  1. Existing 16-axis Grover-marked actors were listed.
  2. For each marked actor, public-record sources were consulted: Commissioner of Lobbying Registry, Elections Canada contribution database, Ethics Commissioner reports, Canada Gazette, Parliamentary biographical records.
  3. Entries were included only where the spouse or family member had documented financial / consulting / lobbying / board-appointment / judicial overlap with the decision-maker's federal role.
  4. Entries were excluded where the family member had no documented overlap with the federal role (even if the family relationship was publicly known).
  5. LIRIL tenet5.liril.infer was queried in R7 for specific factual substrings (ministers, contractors, dates); LIRIL's answers were human-verified against primary sources before use.
