Each of the overlaps above has been individually reviewed under
existing Canadian federal accountability mechanisms: Commissioner of
Lobbying for lobbying, Ethics Commissioner for conflicts of interest,
Canadian Judicial Council for judicial conduct, Canada Gazette for
appointments, Elections Canada for contributions.
But the pattern formed by combining each Grover-marked
decision-maker with their spouse or family member's documented overlap
is not the jurisdiction of any single oversight body. The
Commissioner of Lobbying reviews the WE Charity lobbying registrations
individually; the Ethics Commissioner reviewed Trudeau's breach
individually; neither has scope to review the pattern itself.
This extends the central structural finding documented on the
State of Investigation
page: the Canadian federal accountability system distributes
responsibility across independent oversight bodies so thoroughly that
no body has jurisdiction over cross-axis or cross-relationship
patterns. The 17th axis (this page) adds the spouse/family
