Cross-Axis Intersection — Structural Bridges Across 6 Axes
The six accountability dossiers — corrections, MAID, arms pipeline, foreign
interference, CFNIS, Carney-Brookfield — contain 96 roster slots and
85 unique executive actors after de-duplication.
Eight individuals hold executive authority across multiple
accountability axes. Two of them are now Grover-marked in
multiple dossiers simultaneously — up from just one (Sajjan) in the 5-axis
analysis.
Bill Blair
Unique QUADRUPLE-axis structural bridge
Public Safety Minister 2019–2021 — covers:
• Corrections axis (CSC, SIU rollout, panel resignation)
• Foreign interference axis (CSIS, early Han Dong period)
Defence Minister 2023–2025 — covers:
• Arms pipeline axis (DND, Gaza war, ~C$229M Israel tally)
• CFNIS axis (second year of Arbour implementation)
Blair is the only individual who has held BOTH the Public Safety AND Defence
portfolios in this decade — the only way to span all 4 of these axes.
Dominic LeBlanc
New in 6-axis analysis: dual-marked AND triple-axis bridge — cross-axis score 7 (highest in the roster)
Public Safety 2023–2025 — covers:
• Corrections axis (food-freeze continuation)
• Foreign interference axis (tabled Bill C-70) — Grover-marked
Finance Minister Dec 2024 – Mar 2025 — brief but critical:
• Carney-Brookfield axis (Freeland transition period, Trudeau resignation, Carney leadership handover) — Grover-marked
LeBlanc spans 3 dossiers AND is marked in 2 of them. Cross-axis score 7 —
higher than Bill Blair's 6. He is the first individual to exceed Blair on the
combined span + marked-frequency metric. The handover of the Finance portfolio
from Freeland through LeBlanc to Champagne was the ministerial vehicle for
the Trudeau-to-Carney transition.
Harjit Sajjan
First dual-marked bridge (5-axis analysis) — still dual-marked in 6-axis
Defence Minister 2015–2021 — six-year tenure covering:
• Arms pipeline: Khashoggi, 2020 Saudi resumption, Afghanistan withdrawal — Grover-marked
• CFNIS: Deschamps aftermath, Vance allegations (reportedly informed 2018, no action until 2021) — Grover-marked

"Five independent accountability dossiers. 72 unique individuals. Two portfolio
clusters emerge — Public Safety (corrections + foreign) and Defence (arms + CFNIS).
Each cluster bundles two failure chains into a single cabinet office. One individual,
Bill Blair, held BOTH portfolios over the decade — the unique quadruple-axis bridge
in Canadian federal accountability. Harjit Sajjan is the first actor Grover-marked
in two axes simultaneously. The institutional structure is the finding."

Portfolio-Level Grover — Four Chairs Concentrate Everything
The individual-actor analysis above shows 85 unique executives across 6 axes. But the
structural claim is not about individuals — it is about which cabinet
portfolios carry the authority. Aggregating all 30 Grover-marked actors by the federal
portfolio under which they held executive authority produces a sharp result.
Circuit · grover_search (portfolio-level oracle)
Multi-target Grover over a 4-qubit register = 16 cabinet-portfolio slots. Oracle marks
portfolios satisfying BOTH: count of Grover-marked actors ≥ 3 AND
count of accountability axes implicated ≥ 2. The dual threshold prevents

Grover amplifies those twelve portfolios to 0.00% collectively — the
amplitude vanishes on portfolios that do not concentrate cross-axis marked actors.
The amplification factor 4.00× is the theoretical peak for N=16, M=4 (θ=π/6, k=1) —
meaning the oracle separates the marked from the unmarked perfectly.
"Four cabinet portfolios — Defence, Foreign Affairs, Public Safety, Finance — concentrate
every Grover-amplified decision-maker across the six accountability axes. Twelve other
portfolios contribute zero. The institutional-capture thesis is not a distributed
phenomenon; it is a four-chair problem. Reform pressure on any one of those four
portfolios has four-axis leverage. Reform pressure elsewhere has none."

When five orthogonal type-filters amplify the same named individuals — Israeli Government,

Quantum Teleportation — Primitive Verification
The quantum bridge implements textbook teleportation: a Bell pair shared between qubits 1
and 2, a Bell-basis measurement on qubits 0 and 1, and conditional X/Z corrections on
qubit 2 based on the two classical bits from the Bell outcome. Six input states tested,
1,024 shots each:
| Input state |
Mean fidelity |
Perfect transfer |
Shots |
| |0⟩ | 1.000000 | YES | 1,024 |
| |1⟩ | 1.000000 | YES | 1,024 |

| |i+⟩ | 1.000000 | YES | 1,024 |
| |i−⟩ | 1.000000 | YES | 1,024 |
Aggregate Bell-outcome distribution converges to 25% for each of {00, 01, 10, 11} —
precisely the theoretical prediction for a Bell-basis measurement on an EPR pair.
Mean elapsed: 2.56ms per run. Total: 6,000 shots in 15.4ms.

Methodology & Limitations
The TENET5 quantum bridge uses numpy statevector simulation on CPU. It is not a physical
quantum computer. On a 4-qubit or 11-qubit register, classical brute force is trivial —
Grover's quadratic speedup is not materially faster on this scale. The value of running
real quantum algorithms on real data is:
Formula Correction · 2026-04-17
Grover iteration count: exact arcsin form
The initial bridge used the small-angle approximation k ≈ ⌊π/4·√(N/M)⌋ for
optimal iterations. At M/N = 1/4 (the arms-pipeline case with 4 marked out of 16), that
approximation over-rotates and returns to the classical baseline at k=2. The corrected
formula k = round(π/(4·arcsin(√(M/N))) − 1/2) picks k=1, which is the theoretical
optimum (success probability = 1.0 exactly). After the fix, all three decision-maker
oracles achieved ≥93% success — up from ~60% with the old formula. Arms went from 26.7%
(noise around classical baseline) to 100.0%. Network sweep amplifications up to 666.7×
for the smallest M/N ratios.

- Algorithmic transparency. The oracle IS the investigative claim. An oracle that marks "tenure overlaps ≥ 4 canonical failure events" makes the accountability thesis first-class and testable.
- Portability to hardware. The same
circ_grover_search function runs unchanged on GPU-accelerated simulators and on real NISQ hardware (IBM Quantum, IonQ, Rigetti) given a backend adapter. Architectural readiness matters more than present-day speed.
- Amplification as structural audit. When five orthogonal type-filter oracles amplify the same named actors, the convergence is structural — not a classification artifact of any single axis.
Explicit limitations: the corrections dossier has 16 actors by construction (4 qubits).
Expanding the roster would require a 5-qubit register (32 slots). The network address
space is capped at 2^11 = 2,048 by current bridge configuration; the full 1,181-node
network fits. Scaling to larger investigations would need either larger quantum registers
or a Bayesian batch-wise approach.
