2. CCP SENATE MECHANISM

Uyghur Genocide — House Passes, Senate Kills

House: 266-0 (cabinet absent). Senate: DEFEATED 33-29.

Senator Yuen Pau Woo (ISG leader, 41 senators) led the opposition. Met with leaders affiliated to PRC "Overseas Chinese" espionage arm 3 days before filing challenge to Foreign Interference Commission.

China applauded the senators who voted against as "people of vision."

CCP United Front in Canada — 575 Organizations

Canada has 575 organizations with documented CCP United Front Work Department links — the highest per-capita density among Western democracies (5x the US rate).

Senator Woo's advocacy group has been classified as UFWD-linked by investigative journalists.

Huawei Technologies lobbied the Canadian government through Bluesky Strategy Group (consultants Tim Barber and Joe Jordan) and in-house lobbyist Tom Wang (President), meeting with 10+ government institutions in 2024-2025.

NSICOP identified India as the "second most pervasive foreign interference perpetrator" in Canada. MPs provided confidential information to Indian officials.

Joly's "Arms Pause" Lie: Minister Mélanie Joly announced an arms export pause in February 2024. In practice, existing permits were not revoked, third-country routing through the US continued, and dual-use technology exports continued unchanged. The pause was cosmetic.
