Executive Summary

The Foreign Interference Commission (Justice Marie-Josée Hogue, Commissioner) tabled its Final Report on January 28, 2025. The report names the People's Republic of China as the principal foreign state actor in Canadian federal electoral processes, with significant additional findings involving India and Russia. The Hogue Commission identified structural gaps in how CSIS briefings reach the PMO.

The NSICOP Special Report on Foreign Interference (June 3, 2024) concluded that some current and former Members of Parliament were identified in intelligence as "wittingly or semi-wittingly" assisting foreign state actors. The names remain classified by the Committee.

Despite these findings: zero prosecutions have been launched, zero registrations exist under the Foreign Influence Transparency Registry more than 600 days after Bill C-70 received Royal Assent, and the RCMP closed its investigation into illegal Chinese police stations operating on Canadian soil without laying charges.
