The pipeline runs by default. To stop a leg from
producing its outcome, the leg has to be
dismantled by Parliament, by the courts, or by
citizen filings ripening into prosecutions. None of
those is automatic. Read the rest of the

What the timeline shows.
The bar fills regardless of which party is in power.
Bill C-14 (2016) was passed by a Liberal majority. Bill C-233
(2024) was defeated by Liberal + Conservative + Bloc whip
together. The procurement contracts to Israeli-tier suppliers
were signed under the same Cabinets that announced the pause.
The capture loop (Flow C)
doesn't have a partisan colour because it was never about
party — it was about which institutions hire former Cabinet
ministers when they leave office.
Bills that would have closed legs of the pipeline
were defeated. Bill C-233 (arms export restriction):
defeated 22–295. The Track 2 mental-illness MAID review:
delayed three times, never repealed. Indigenous Services'
drinking-water gap: $44B needed, $3.86B allocated. Each one
of these is a recorded choice not to close a leg.
That is the Article II intent test on a calendar.
The pipeline isn't a conspiracy. It's a calendar. The bills are public. The votes are public. The numbers are public. They thought nobody would put them in order.
