War-Crimes Evidence Dossier · UN Convention Art. II · Rome Statute Art. 6, 7, 8, 25
The Canadian state has the means to keep its own citizens alive and chooses not to.
This is a citizen-built war-crimes evidence dossier
against the captured Canadian state. Every claim cites a
government record, court ruling, commission transcript,
or registered statute. Two threads, one record:
(1) systemic genocide of Canadians under UN Convention
Article II, mapped element-by-element to the government's
own published data, and (2) Canadian state funding of an
Israeli-tier defence pipeline now feeding the Ukraine
theatre while domestic life-conditions collapse at home.
The pattern of choice, sustained across two
governments and two decades, is what the Convention names
intent.
UN Convention Article II — mapped to Canadian data
Art. II(a)
Killing. 76,475 MAID deaths (Health Canada, through Dec 2024) — 16,499 in 2024 alone, 5.1% of all Canadian deaths. 53,308 opioid deaths since 2016. Combined: 129,783 dead under active state programmes or recorded response failure.
Art. II(b)
Bodily / mental harm. Veterans Affairs offered MAID to Paralympian Christine Gauthier in lieu of a wheelchair ramp (ACVA Hansard, Dec 2022). Minister MacAulay confirmed 4–5 cases referred to RCMP. Phoenix pay system. Belleville lithium prescribing scandal.
Art. II(c)
Conditions of life. 35 long-term boil-water advisories on First Nations reserves (9 over a decade). 235k+ Canadians homeless annually. House prices 3× since 2000, income 1.6×. AG 2023: $89B NHS "could not demonstrate" outcomes. Indigenous housing gap: $44B vs $3.86B funded.
Art. II(d)
Preventing births. Total fertility rate 1.26 (StatCan 2023) — lowest in Canadian history. Coerced sterilisation of Indigenous women, documented in court and Senate hearings.
Art. II(e)
Transferring children. 139 federally-funded residential schools (1831–1996). The TRC found cultural genocide; the National Inquiry found "race-based genocide" of Indigenous Peoples (MMIWG, 2019). Apprehension rates of Indigenous children remain disproportionately high.
Two threads of the same record
Thread 1 — Domestic
Genocide of Canadians. 76,475 MAID
deaths through Dec 2024. 35 reserves on long-term
boil-water. Veterans offered death instead of housing.
Fertility 1.26. 504-Database evidence package built
to citizen-action threshold.
Thread 2 — Foreign-funded
$13.3B+ to Ukraine since Feb 2022.
$229M+ to Israel during the announced
2024 "pause" via 164 pre-existing permits + new $37M
in 2025. Bill C-233 (restrict arms to belligerents)
defeated 22–295 on 2024-03-11. CIJA
lobbied against; +239% post-Oct-2023 surge.
What you can do — Criminal Code s.504
Any Canadian — citizen or non-citizen, lawyer or
layperson — has the right to lay a private information
under oath before a justice of the peace if they have
reasonable grounds to believe an
indictable offence has been committed. No police
approval required. No government permission required.
The full dossier is built to support that filing.
- Read the full record at intent.html + government-flow.html.
- If you find reasonable grounds, follow the 8-step guide at file-504.html.
- Bring this page (or any of the named anchor pages) and the printable forms to a Justice of the Peace at your provincial superior court.
- Hand this sheet to one other person — an MP, a journalist, a friend, a juror. Repeat.
How to use this page. Click Print
above, or Save as PDF, and you have a single
printable sheet that summarises the entire TENET5 dossier
with every claim sourced. Hand it to one person — an MP,
a journalist, a family member, a juror at a Section 504
pre-enquete. Repeat.
Where the page numbers come from. Health
Canada Annual Reports on MAID; Auditor General of Canada
Reports 2023 (Ch. 5 NHS, Indigenous Services audits);
Office of the Commissioner of Lobbying registry; House
of Commons Hansard (Bill C-233 division 22–295,
2024-03-11); Statistics Canada Canadian Income Survey;
Indigenous Services Canada drinking-water advisories
tracker; ACVA Committee testimony (Christine Gauthier,
December 2022); Department of Finance Canada (Ukraine
Sovereignty Bonds); GAC Reports on Exports of Military
Goods (annual); UN Convention on the Prevention and
Punishment of the Crime of Genocide (1948), Article II.
Each underlined link in the sheet above resolves to a
named-anchor page on
tenet-5.github.io
with full citations.
What this is not. Not commentary. Not
opinion. Not partisan — Bill C-233 was defeated by
Liberal + Conservative + Bloc whip together; the named
MAID expansion votes cross both major caucuses; the
lobbying corridor is institutional, not party-bound.
Read it like a juror.
