Why Article 7 first: Article 6 (genocide) requires intent to destroy a protected group narrowly defined as national, ethnical, racial, or religious. Disability is NOT enumerated. Article 7 only requires a widespread or systematic attack on any civilian population with knowledge of the attack — disability is reachable via 7(1)(h) persecution on “other grounds.” The same Track 2 evidence on file fits Article 7 directly.
