9 Million Eligible — Phased Rollout
The CDCP targets Canadians without private dental insurance with family income under $90,000. No co-pay for families under $70,000. Partial co-pay between $70-90K. Rollout phases: seniors 65+ (May 2024), persons with disabilities and children under 18 (June 2024), all eligible adults (2025). Sun Life administers the program under a federal contract.
Provider Participation — The Critical Variable
The plan only works if dentists participate. Unlike provincial healthcare where physician participation is effectively mandatory, dental providers can choose not to accept CDCP patients. Provider concerns include: fee schedule rates below private insurance, administrative burden of the claims process, and uncertainty about payment timelines. The percentage of dentists participating varies significantly by region and practice type.
Processing and Access Challenges
Early rollout phases experienced: application processing delays, income verification complexity (requiring CRA data matching), confusion about eligibility for those with partial private coverage, and difficulty finding participating providers in rural and remote areas. The program infrastructure was built rapidly — Sun Life received the administrative contract in late 2023 for a May 2024 launch.
The Delivery Pattern
Announce during political agreement. Set aggressive timelines. Contract to private sector (Sun Life). Launch before provider network is fully established. Measure success by enrollment rather than care delivered. The dental plan follows the same institutional pattern documented across this site: the announcement becomes the achievement, regardless of delivery.
