Four procurement modes, one summer: radar, submarines, surveillance jets, and a paused helicopter line

Partner acceleration, preferred-supplier compression, and a pause-and-pivot on a named Griffon contract. The public record is dense enough to map — if you keep the claim levels honest.

Treat the summer’s defence announcements as four separate press releases and you miss the pattern. Map them as modes and the structure appears.

Arctic over-the-horizon radar moved through a government-to-government path with Australia and BAE Systems Australia: a stated $2.5-billion spend with Australia, work start 1 July 2026, initial operational capability class December 2029, and a program class above six billion dollars. That is partner acceleration with published dollar classes — not a silent sole-source poster.

The Canadian Patrol Submarine Project named Thyssenkrupp Marine Systems preferred supplier on 6 July 2026, with Hanwha Ocean as reserve. Government materials put contracting by the end of 2027 and the first four boats in 2034. From two qualified suppliers in August 2025 to preferred supplier in July 2026 is, in the Secretary of State’s own framing, less than eight months. Preferred supplier is not a signed multi-hull production contract.

Airborne early warning discussions with Saab as preferred supplier (27 May 2026) sit in the same preferred-supplier mode. The official backgrounder says engagement is not a contractual commitment. The platform class is the Bombardier Global 6500.

The Griffon Limited Life Extension is the pause-and-pivot case: contract W8475-205391/001/BF, value CAD 797,556,147, award public on PSPC and CanadaBuys, zero hits on an open.canada contract-number search, and a Defence Capabilities Blueprint that already called the life extension a bridge to the Next Tactical Aviation Capability Set.

The question for the record is simple. Can a citizen follow instruments, dollars, and schedules without filing ATIP? On OTHR dollars, often yes. On GLLE paid-to-date and open.canada rows, not yet.
