Justice Marie-Josée Hogue found that the PRC is the most active perpetrator of foreign interference targeting Canadian democratic institutions. Chinese "police stations" were used for transnational repression. Transnational repression in Canada is a "genuine scourge." Canada has "underestimated the scale and sophistication" of the threat, allowing foreign governments to operate "with relative impunity."

The Hogue Commission confirms that CCP operates influence networks inside Canada at the institutional level. Prosecutor Bae’s Confucius Institute connection places her within exactly the type of CCP-linked institution the Commission identified as a foreign interference vector. The Commission found these networks exploit Canada’s openness — the justice system is no exception.
RCMP Chinese Police Stations — Closed Without Charges
September 26, 2025: RCMP closed its investigation into Chinese police stations in Montreal without laying charges — despite RCMP Commissioner confirming "credible" evidence and Hogue Commission finding Chinese police stations were used for transnational repression. The investigated groups then sued the RCMP for $4.9M for investigating them. The pattern: identify foreign interference → investigation closes without charges → those who identified it get punished. MPCC Complaint — Filed and Rejected
Complaint Rejected
Daniel Perry filed an MPCC complaint naming the Chinese prosecutor, the Chinese murderer of his brother-in-law, and the Chinese psychological warfare operator detected within the Canadian Forces. The MPCC rejected the complaint.
The oversight body designed to hold military police accountable refused to investigate allegations of foreign interference within the military justice system. This rejection is itself evidence of systemic failure.
