Alleged conduct (per the s.504 Information): Medical record falsification; administration of forced psychiatric confinement and medication in connection with the broader CFNIS retaliation campaign alleged against Perry after he reported suspected foreign interference within the Canadian Armed Forces.

Context: Perry's s.504 Information names Capt. Rebecca Covey as the lead target and alleges that clinical processes (the psychiatric confinement order, the medication regime) were coordinated through CFNIS channels. The clinical liaison officers between CFNIS and civilian medical staff are implicated by the NDA-framing of the Information even where not individually named in the available copy.
