This is one theory of the case and **several Form 2 informations**. A justice will not process “genocide” as a slogan. Each count below is a **Criminal Code** or **Crimes Against Humanity and War Crimes Act** hook with a named person, a place, a window of time, and a public-record particular. Rome and Geneva are the overlay and the Article 15 path. They are not a substitute for s. 215, s. 221, s. 241, s. 122, or s. 139.

## 0. Theory of the case (what you tell the justice in one minute)

Canada’s civilian population was subjected to a **widespread, systematic set of state acts**:

1. **Cultural and demographic demolition** — mass immigration levels on the public IRCC record, Century Initiative’s 100-million target in the open, housing and healthcare collapse on the AG/CMHC/CIHI record — while the people already here were told they were the problem. That is the cultural-genocide *frame* (TRC language + Rome 6(c) / 7(2)(b) *conditions of life*). It is not, by itself, a Form 2 count.
2. **Physical destruction of the surplus population** — Track 2 MAID (Bill C-7), Ontario coroner non-compliance, veterans offered death instead of care, jail food below the Geneva floor, COVID-era detention and mandates. These are the **killing / harm / conditions** counts.
3. **Political prosecutions of the remnant** — Emergencies Act 2022 (Federal Court: unjustified), convoy and protest process, firearms Orders in Council sold to Parliament as “not targeting law-abiding owners,” while CSIS foreign-interference warnings sat on the Public Safety minister’s desk.
4. **Foreign-state and foreign-network overlay** — NSICOP, Hogue, CSIS targeting of MPs, Mendicino’s own briefings. Deaths and destruction of life (MAID, neglected veterans, remand lockdowns, mandate-era harms) occurred **under officers who had been warned about foreign interference and who sent tax dollars out of the country** ($25.5 billion Ukraine commitment; ~$35 million/year CSC kitchen). Capacity kills “lawful excuse.”

**Protected groups for Rome 6:** national group (Canadians as such is contested); ethnical/religious subsets; **disability is not in Article 6** — TENET5’s own elements page therefore leads **Article 7** (civilian population, including disabled, poor, remand, the unvaccinated as a civilian cohort) and uses Article 6 where a national/Indigenous/religious group is the target. **Do not collapse disability-MAID into Article 6 in front of a justice.** Use Article 7 and the *Crimes Against Humanity and War Crimes Act*. Use s. 241 and s. 215 for the Form 2 that can actually issue process.

**Rome:** Art. 7(1)(a) murder; 7(1)(b)+7(2)(b) extermination including deprivation of food/medicine; 7(1)(h) persecution (disability); 7(1)(k) other inhumane acts. Art. 6(c) only if a protected group is proved.

## 3. CLUSTER B — COVID LOCKDOWNS AND THE EMERGENCIES ACT

**Rome:** Art. 7 chapeau (widespread/systematic against a civilian population) — **hard**. Use as overlay.  
**Form 2 lead:** s. 122 (Mendicino misleading Parliament on police advice) · s. 221 (specific injuries from detention/lockdown) · s. 215 if people were detained and denied necessaries.

## 4. CLUSTER C — COVID SHOTS AND MANDATES

**Form 2 lead:** s. 221 (bodily harm) / s. 220 (death) **with a named victim and a CAEFISS / coroner / civil-judgment record**. s. 423 intimidation for mandate-as-compulsion of a lawful right (employment, travel) — expect a stay; still swear it if you have a named complainant.  
**Do not** make this the genocide count. A justice will kill the whole information. It is criminal negligence and intimidation on the public safety-signal (NACI myocarditis, Health Canada labels, mandate orders).

## 5. CLUSTER D — MENDICINO GUN BAN (and successors)

**Form 2 lead:** s. 122 (public officer) if the record shows a knowing false statement to Parliament about *who* was targeted, plus the EA lie (Cluster B) which is cleaner. The May 2020 OIC and Bill C-21 are **policy**. Policy is not automatically a crime. The 504 that survives is **the false particular to Parliament** and **breach of trust** if the officer used the office to mislead to obtain a result the record shows police did not ask for.

## 7. CLUSTER F — MASS IMMIGRATION AS DESTABILISATION (cultural-genocide frame)

**This is the frame, not Count 1.** IRPA levels are statutory. A justice will not issue process for “too many immigrants.” What is chargeable is the **knowing infliction of conditions of life** (housing, healthcare, jail, MAID of the displaced poor) **once the officers had the AG/CMHC/CIHI numbers** — that is Art. 7(2)(b) / s. 221 / s. 215 (detention) overlay, and s. 122 if they misled Parliament on capacity.

**Cultural genocide** here means: replacement of the conditions in which a national people can reproduce and live (housing, food, hospitals, speech, arms, protest), not a metaphor. TRC used the phrase for a different crime. Do not steal the TRC’s victims. Use it as **Lemkin’s original meaning** (destruction of the group’s social existence) **and** as Rome 6(c)/7(2)(b) conditions of life. Attach the MAID-of-the-poor and jail-food counts as the physical half.

The deaths on this file (MAID, veterans, remand, mandate-era) are **not** pleaded as foreign assassinations unless a public instrument says so. They are pleaded as **Canadian officers’ acts, committed while those officers were on notice of foreign interference and while tax dollars left the country**. That is knowledge + capacity + office. That is enough for s. 122 and for Rome complementarity.
